cal fire has an aviation policy as well. we work cooperatively with the agencies here at the table to ensure when we are engaged in an aerial fire fighting event we are working within each other's policies. we have trained in a work around, we can do close air support with navy and marine corps aircraft, with the current system we have. would we like to improve upon it? absolutely. we have gone very high up in the organization to try and look at getting the r210 radio modified to the point where it can work on our vhf spectrums, that's one of our challenges we need to move forward with. but overall we're confident when we do call upon dod assets to integrate with civilian aircraft, the training regimen we put forth will keep aircrews safe and also have them be effective. there was a lot of questions from a political level as well as a public level. you've got aircraft sitting at north island, just launch them, get them in the fight. it was hard to explain to them that that's a very delicate air space when you have fixed wing

there's a variety of dod resources that cal fire can provide in a statewide environment. i think the biggest thing for me, there's several scenarios that are challenging us, one of which and one of our fears, and it's been in the newspaper so it's not a secret, but one of the things that scares me as well is the united states is not really experienced what i would call a global disaster yet. we have had disasters, i was in katrina on an urban search and rescue team, i've been in pretty much all major engagements as far as wild land fires in california, but if you look at a global disaster perspective where you have a hundred thousand victims like a tsunami or a large scale event, we have yet to experience that in this nation. i think the agreements we have here today and the relationships we develop today are going to be key to mitigate that. the other scenario that we are concerned with is a coordinated aerial incendiary attack by al qaeda. one of the things we've seen already in the european union is suspect of al qaeda starting fires in the eu if that happened in calif

some of them are cal train needs and local needs. the first is any option we end up selecting needs to provide for a safe facility given the funding that's available. another need is to facilitate that oakdale station in the future. we also have a need to maintain local vehicle access. this is something we've heard strongly from the community as a need to maintain circulation across the track and through the area. lastly to be compatible with other adjacent plants. they're undergoing a long term planning process. the produce market has approved plans to expand as well as to reconfigure the streets in that area and the port of san francisco is also working to rebuild the quint street lead track. that facility oh facilitate -- facilitates a lot of their activities. there are a number of different plans ongoing and this project will need to be compatible with those. give you an update on what we have done since we came to the board for appropriation back in march. that work has included really looking doing some additional due diligence

he took the foreign service exam when we were undergrads at cal. he came back the first time, pleased with results on the written but felt he didn't do so well on the orals. the question that seemed to trip him up and left him perplexed was the following. mr. stevens, please compare american government and jazz music. chris told us he didn't quite know how to handle that question. my suggestion involved people blowing loudly on their horns or banging loud' on their drums was not terribly helpful. we decided to ask questions to trip up the applicant. we didn't have the internet to find a quick answer but figured it out. though chris may not have come up with the answer during that exam he certainly lived the message taught by this interesting comparison. both american democracy and jazz music involved ongoing experimentation. they involve unscripted action and improvisation as we figure out the best way to get along. both depend on a group allowing a soloist or representative to step forward and recite his piece while the rest of the group provides
